DocumentsThe following files were obtained (PDF) under the Freedom of Information Act from the Office of the US Pardon Attorney at the Department of Justice. The documentary record surrounding the presidential pardons of convicted smugglers Hank Greenspun and Al Schwimmer is incomplete. Most records of letters, communications and/or applications for clemency have allegedly been transferred to the National Archives. The record of individuals and organizations lobbying for the posthumous 2009 pardon of Charles Winters, who illegally helped smuggle B-17 bombers for Israel, is more complete. Members of Congress, the American Jewish Committee, the Jewish Federation of Palm Beach County all lobbied for a Winters pardon. Among the reasons they gave for clemency:
The US Pardon Attorney initially responded that the petition would not be a priority, "I must inform you, however, that it is the general policy of the Department of Justice that requests for posthumous pardons for federal offenses not be processed for adjudication..." However, after months of lobbying it was finally issued by outgoing president George W. Bush. In accordance with Title 17 U.S.C. Section 107, this material is presented without profit for research and educational purposes, most importantly understanding how government functions during law enforcement actions involving Israel and its lobbyists.
